Misleading messages: Messages that present betting as a risk-free activity, a source of income, a financial solution, a sure profit, a guaranteed method or a way to recover losses cannot be disseminated.
The restriction does not extend to strictly institutional communication made through the authorised operator’s own official channels, such as websites, apps, internal platform areas and customer service channels. In these spaces, information should be limited to company identification, official channels, access rules, self-exclusion and blocking mechanisms and mandatory warnings.
These channels may not contain promises of winnings, bonuses, invitations to bet, boosting or features designed to attract and retain user attention. The operator will also be responsible for the actions of affiliates, agencies, influencers, and other third parties who are paid or incentivised for commercial promotion.

Egypt’s gambling rules were written around physical venues. Law 8 of 2022 provides that “gambling games may not be practised in establishments except by non-Egyptians”. No licensing framework exists for online betting.
In October 2024 the then-prosecutor general ordered the freezing of e-wallets and the suspension of mobile lines used by betting agents. Separately, in February this year, officials said regulators were working with the telecoms authority and the media council towards blocking about 80% of betting applications by the end of that month.
Ahmed Badawi, who chairs the House communications committee, said in May that the government would amend the anti-cybercrime law to name online betting explicitly. Life imprisonment was discussed for the gravest offences. No bill number or text has been published.
What is Owls?
According to the Gaming Machine Tax Act 2001, a tax rebate of up to 1.85% of a club’s gaming machine profits is made available to any registered club that records profits of over $1 million (US$715,000) during a tax year.
This is only possible if the club in question allocates at least 0.75% of prescribed profits over $1 million to community-focused activities and services. These profits make up two-thirds of the ClubGRANTS scheme funding.
The final third derives from a further 0.4% of a club’s gaming machine profits over $1 million during a tax year.
